In the manual for Anschutz air rifles they mention that if one wants to use a 300 bar cylinder, it has to be used with a 300->200 bar regulator. I haven't heard anything about these devices outside of the context of that manual. Do these animals exist?

No, they don't exist. They only manufacturer that uses them is Walther. 200 Bar is even better than 300 Bar because of the huge pressure which the regulator has to deal with.

I think there is a slight confusion here. The manual, the way I understand it, refers to the 300 bar scuba flasks. To be able to fill your 200 bar cylinders from a 300 bar scuba flask you have to use an adapter, or better even, a pressure regulator. A dependable pressure regulator do cost as much as a new scuba flask, though.

For safety reasons, the tread lenght of the 200 bar cylinders are too short for the 300 bar scubas. The system is intentionallly made foolproof.
