I dont understand what you mean, ould you be a bit clearer. Also I have not heard of any rules saying that you cannot use a blinder on the sights of an air rifle.

ISSF EXECUTIVE COMMITTEE DECISIONS
The ISSF Executive Committee met in Madrid, Spain on 17 May 2003.
The Committee agenda included the usual membership matters, doping
test reports and reports on 2003 World Cups.
World Cup Final 2003 shotgun in Rome
The Executive Committee designated the organization of the World Cup
Final in Shotgun to the Italian Clay Target Federation, which is planning
to organize the final in Rome on new shotgun ranges there, from 15 to 19
October 2003. The Executive Committee expressed its sincere appreciation
to the Italian Federation, FITAV, for accepting the responsibility of organizing
this World Cup Final on extremely short notice after the German Shooting
Federation withdrew as the organizer.
World Cup Running Target in Suhl
The Committee also approved the change of the Running Target World
Cup from Guatemala to Suhl, Germany because the Guatemala government
was unable to issue visas to all ISSF member federations. The World Cup will
be held in July 24 to 28 2003.
World Cup Locations for 2004
World Cup locations for the year 2004 were designated. Sidney, Australia
and Athens, Greece will have full World Cups with all rifle, pistol and shotgun
events. Rifle and pistol World Cups also will be organized in Bangkok,
Thailand and Milan, Italy. Shotgun World Cups will be held in Cairo, Egypt
and Americana, Brazil.
Shooting on the Olympic Program 2008
The Executive Committee decided to recommend to the IOC that the 10-meter
Running Target Men and Double Trap Women events be deleted from the
2008 Olympic Games program.
The Executive Committee had the unenviable task of dealing with an IOC
demand that shooting reduce the number of events on the Olympic program.
The IOC Program Commission released its recommendations in October 2003.
As already informed in several publications, the ISSF received the request
from the IOC President, that the Program Commission, after evaluating the
programs of all sports in the Olympic Games, had requested a reduction in
athletes´ quotas and number of events for shooting. The Program
Commission report stated:
In comparison with other individual sports, the Commission noted the high
quota and number of events in shooting. In addition, the costly infrastructure
and Games operations were discussed, particularly in relation to the low
appeal for spectators, broadcasters and press. The Commission therefore
recommends the reduction of the athlete quota and number of event in the
sport of shooting for the Program of the Games of the XXIX Olympiad.
ISSF inquiries at the IOC Sports Department concerning possible numbers of
these proposed reductions in quotas and events were answered with a
proposed reduction of approximately five events (from 17 to 12) and a reduction
of the equivalent number of quotas. To reduce the cost of shooting’s Olympic
Games infrastructure, the ISSF proposed a significant reduction in the cost of
constructing Olympic shooting ranges by providing for combining the 25 meter
pistol and 50 meter pistol and rifle ranges. The IOC President accepted this
proposal. The ISSF President and Secretary General engaged in extensive
negotiations that convinced the IOC President to freeze the number of quotas
at 390 regardless of the reduction of events. The IOC, nevertheless, insisted
that the number of shooting events must be reduced.
Negotiations continued on the number of shooting events to be reduced. In
February 2003, the IOC Executive Board informed the ISSF President: "The
Executive Board decided, following various discussions with your federation,
to reduce the amount of construction needed to hold the shooting competitions
at the Olympic Games and to reduce the program by two events." After
receiving this notification from the IOC President, Dr. Jacques Rogge, the
ISSF President and Secretary General continued negotiations against this
reduction until May. When the ISSF Executive Committee met in Madrid, it
was informed that the IOC decision was final and that the ISSF must select
the two events to be taken off the program.
The Executive Committee conducted detailed discussions and analyzed
extensive statistical data regarding the participation of nations and athletes
in all 17 Olympic shooting events. This included the Olympic Games, World
Championships and World Cups from 1996 through March 2003. Also
examined were Athlete ID numbers and MQS results for the next Olympic
Games.
Based upon this information, the Committee reluctantly, but unanimously,
decided to recommend to the IOC that the 10-meter Running Target Men
and Double Trap Women events be deleted from the 2008 Olympic Games
program. The Committee further decided that the Olympic quotas from the
women’s clay target events will be redistributed to the Trap Women and
Skeet Women events. The 18 quotas from the Running Target event will
be redistributed as follows, six to women’s events and 12 to men’s events.
Future Plans on ISSF Finals and ISSF Rules
The Executive Committee further considered the large number of comments
sent in by shooters, coaches and officials regarding proposals to change the
ISSF finals. A satisfactory solution to this challenge has yet to be found and
this effort is ongoing.
The Committee received a new report from the Technical Committee regarding
proposals for rule changes for the 2005-2008 Olympic cycle. The Committee
considered with great interest the more than 80 comments received concerning
rifle clothing. The conclusion was to recommend to the ISSF Administrative
Council that rules for shooting jackets and shoes remain as they are currently
and that current shooting trousers be allowed for the kneeling position only,
but not in the standing or prone positions.
These recommendations further provide that blinders attached to the hat
headband or cap will be permitted. Side blinders can be no more than 40 mm
deep and extend no further forward than a line from the center of the forehead.
Blinders used to cover the non-aiming eye can be no wider than 30 mm wide.
Blinders may no longer be attached to the rifle or rear sight. This will assure that
television cameras can view the shooters’ faces.
The Committee endorsed the Pistol and Technical Committee’s recommendations
that the .22 short pistol be replaced with the .22 Long Rifle Standard Pistol for the
Rapid-Fire Pistol event. To control the possibility of reduced power cartridges,
a 39-grain minimum bullet weight and 280 m/sec. minimum velocity will be
enforced. The current timings will remain and the target will have a 200 mm
aiming mark (8-9-10 rings) with no white horizontal lines.
ISSF Athletes Commission
The Committee also approved an important development for consideration by
the Administrative Council and General Assembly. If approved by those bodies,
the ISSF will establish an Athletes Commission to be comprised of four athletes
elected by athletes and three athletes appointed by the Executive Committee.
The initial commission would be elected for a two-year term starting at the World
Cup and Pre-Olympic Test Event at Athens in 2004. Thereafter, commission
members will be elected for four-year terms at the World Shooting
Championships. ISSF member federations will be invited to nominate athletes
for election to the commission. The ISSF has already participated in the work
of the IOC to establish athlete commissions in sports by appointing pistol
shooter Franck Dumoulin of France to represent the ISSF in the IOC Athletes Forum.
ISSF take over the summer biathlon sport
Following ongoing negotiations with the International Biathlon Union, which
organizes the winter Olympic sport of biathlon, the Executive Committee accepted
the IBU’s proposal that the ISSF take over the summer biathlon sport. The ISSF
intends to work with its member federations to promote summer biathlon with air
rifles and laser rifles. Several ISSF member federations, in fact, are already
promoting summer biathlon.

let me clear up what i was looking for, its a patch that clips on your glasses it allows you to keep both eyes open while shooting and aiming in pistol competition its not a cover for any sights or scopes
