If I attend a match that uses paper targets with 5 shots per, can I set up a camera zoomed to the target to spot my shots, assuming it is possible?

It looks like a spotting scope is not legal according to ISSF rules. I have seen spotting scopes and monoculars in less formal, or NRA matches. I was thinking that a camera paired to a tablet would be nice for training, but don't know if it is allowed in a match.

Why don't you ask the match organizers? I suppose they might know the answer.

The rules don't permit spotting scopes because the rules specify eletronic targets for all major competitions.
There is still some provision for paper targets in the rules, but they imply eletric target carriers.
They also enforce on shot per card.

So ask the organizers what kind of setup they have, and what you are allowed to do.
If they have target carriers you don't need any kind of optic...

ANNEX – RULES FOR PAPER TARGET SCORING
Introduction:
Starting with the 2017-2020 ISSF Rules, ISSF rules for paper target scoring were removed from
the ISSF General and Special Technical Rules and consolidated in this Annex A to the ISSF
General Technical Regulations. The Olympic Games shooting events and all ISSF World
Championships, World Cups and Junior World Cups must now be conducted on electronic
scoring targets, but the ISSF recognizes that some Continental Championships and many
national, regional and club level competitions continue to use paper targets. These Rules
for Paper Target Scoring are valid for governing competitions that use paper target scoring.
Other ISSF Rules, as appropriate, must be used to govern all other competition operations.

2.3.1 10m ranges must be equiped with target carriers or target changing systems that
allow targets to be changed after each shot.

5 shots on a target is not ISSF either, so use your camera/scope or if it is on whizzers bring it back between each shot.

As only one shot per card is allowed a scope is unnecessary as you're bringing back the card after each shot. Must say, I’ve only shot one comp with paper targets under full ISSF rules and it is somewhat tedious changing targets after every shot. Some Australian organisations allow two shots per target in a comp on the assumption that not many shooters will put two pellets through one hole. In training, anything goes so use a scope if you want to call your shots without winding the carrier back each time. I do.
