Where is this "crossbar" on IZH 46m

Where is this crossbar on IZH 46m? Is this the new improved part for stem valve #17?

The thing that looks like a short nail is the main valve (part #9), but I don't recall seeing anything that looks like the other part. I don't see any way it would function in place of #17.

Doug, from an engineering point of view, it is highly unlikely that piece might work as an improved valve stem?
Diameter of that thing is the same as the valve #9 head, seems to fit #32 bush pretty well.

The back end of #17 has several features included that are part of the cocking/firing process. I could be wrong, but just don't see how the chisel pointed part shown would fulfill any of those functions. The name suggests that it goes in "crosswise" someplace, but I can't imagine where.
