FWB 700 factory sights

The factory sights on my FWB 700 doesn't actually line up with the front sight. I have both of them on on the same offset but the rear sight doesn't line up properly. It does line up properly if the rear sight is offset 3 to the left however. Is this normal or did I mess up my rear sight?

If you have your sights offset, the rearsight will always need to be a little further offset than the foresight, so your sightline and boreline coincide.

But even with the two at TDC the front sight will not be in the center of the picture, it will be off to the left.

Let me rephrase, I will see the right side of the front sight, the front sight will not be in line with the rear sight.
