If you are shooting smallbore rifle the following rule should apply:
3.12 Padding - Shoulder pads, sling pads and elbow pads may be worn while shooting, provided they are
constructed so as not to provide artificial support. A button, hook or strap may be placed on the sleeve of the
shooting coat to support the sling loop that is placed on the upper arm.

I wear elbow pads so I don't chew up my elbows (specifically my left one) with the heavy canvas shooting coat I wear. A couple weeks ago I shot a 3200 next to a doctor who gave me some thin stick-on bandages, since even with the thin elbow pads I had managed to abrade my skin a bit.
If someone said I couldn't wear the pads, then I'd ask everyone to stop wearing heavy sweatshirts. Hard to wear those anyways when it's 96 degrees outside like it was at this past Saturday's match. Another shooter on this forum wore his, and he looked awfully hot. I was overheated just wearing my jacket to shoot let alone a darn sweatshirt.
