Some time back there was a contributor that had a 10 meter air rifle target reduced to 5 feet. Can someone guide me to that post or source?

You can do it on the Scatt software, which is a free download.

Rob ... When printing the targets on my pinter, I get an oblong target, not a round one. The border is square, but the target within is not round.
Any ideas to fix this?

I simply use a photocopier with zoom.
Once you've made one, you can copy the others 1:1.

When reducing the 10 meter rifle target to 5 meters are the standard scoring plugs useless?

As mentioned before,
http://www.scatt.com/software.htm , look under tools for Print Target, once you pick the target you need you can enter the distance by typing it yourself or using the preset increments.
