I just got a new 2013/690 and I what to take the bolt knob off but it will not come off.

They put them on with Loctite or something similar. The concensus seems to be that heating the handle and knob in hot water is about the best strategy for breaking the adhesive. I didn't do the hot water thing, I just put the knob in a vise and turned the whole bolt with my hand but several people insisted that's a good way to break the handle off and that I was just lucky as all hell that didn't happen. But even with hot water, you probably will have to destroy the knob with a vise or vise grips. But I assume you probably don't care about the old knob anyway, since the only reason I can think of that you want to get it off is so you can put on one of those pretty anodized ones.

Same here with my 2013. Just used the BFI approach (Brute Force and Ignorance). Pair of pliers, lots of torque, one scratched-up bolt knob and one knob-free bolt.
And those pretty anodised bolt knobs are bloody useful if you have a box with several bolts in it.
And the anodised cylinder style knobs with the rubber anti-slip rings on them are useful as they reduce the amount of force you need apply to throw the bolt.
Honest.
