I have a new P700 with aluminum stock. It appears to have a standard rail for the hand stop on a removable forestock attached below the aluminum stock. Is this the proper place to attach the hand stop? Does anyone attach the hand stop directly to the aluminum stock? The rail is much bigger on the aluminum stock.

I do not use the riser block and attach the stop directly to the rail using an Anschutz forearm stop. It does not fit real well, but works. You probably could replace the screw with one tha fits better. As I use the stop on an Anschutz, this is not practicle. If you attach the stop to the riser block the screw heads will interfer with adjustment. You can machine the screw heads to clear the stop. For a bipod, I just use a longer screw in the bipod.

The P700 rail is significantly wider than the standard Anshutz rail.

May be, but the handstop works. I use it all the time.

A quick update.

I just receieved a MEC hand stop. It fits very well on the FWB rail and looks like it will work well. Fits and works better than the inexpensive hand stop we were using.
