Are 20 clicks on a Walther sight the same as 20 on an Anschutz?

In theory yes. However there exact clcik value for any sight depends on the sight radius; a longer radius will make the clicks slightly smaller.

On a standard length barrel I doubt many shooters would notice a difference between them.
