Actually your support arm should be relaxed at all times anyway! You should not be using any upward force to guide or steer the rifle. Make sure you are relaxed "down" before aiming and of course shooting. You can adjust your backbend a little bit, or weighting on your legs to make the minor height changes necessary.
Like most things in shooting, its personal preference.
For me, I would pick up my rifle and with the barrel pointed above the target, place my elbow in its position on my side. Then I would go through the rest of my usual shot proccess, and end up relaxing until the rifle lowered onto the bull, then look through the sights and continue. So personally, I find it easiest and most practical to come down from the top.
