I assume you are asking about an IZH-46.
There are many possibilities, but did you happen to recently oil the piston cylinder?
If so, the oil can sometime cause the internal seals to stick, and the air pressure from a single pump isn't enough to unstick the parts. Thus, you get a misfire or simple click sound.

In our club are many IZh-46. People, who trains with it here, do following procedure every time before training:
- one drop of oil in hole under the cocking lever (place cocking lever such way, that in hole you should see piston's rubber)... drop one drop of oil in hole and do some movements with cocking lever: forward-back-forward-back...
