Under the ISSF rules, once you are there with a quota place for one event you can shoot any other event for which you have an MQS (subbject to a max of two competitors/event/country).
It is therefore down to you National body to allow it.

It would indeed be a strange decision, especially when you remember that once a shooter has won a quota place (for his/her country) in one event he cannot win a QP in another one.
The problem will be range capacity. Quota slots which are awarded to range capacity. There are some wildcards liek the one Skanaker will get, and some underdeveloped programs. The chances that a US shooter will get on the line is slim, It would need to be a no show for a shooter. Greg

That is not the way the system is designed. If they haven't got enough range capacity then they must hold extra relays/details. The rules are clear on how this should be done.
It is also quite clear from the rules that if you are there using a quota place for one event and have an MQS in another then, providing that your NOC enters you and subject to 2 shooters/event/country, they must let you shoot.
