If the string is still going through the hole, and not therfore applying vertical pressure to the trigger, then it's not at all odd that the results are the same. I'm afraid they are still wrong.

I counted it out 9 stacks of 10 US quarters = 510 grams (on my scale). This is not to say that my scale is dead on accurate, it might not be.
Maybe someone knows what the spec weight is for a quarter.

Make a BIG loop, so the loop will go over the trigger and around both sides of the frame, coming together well behind the frame. With the barrel vertical, the string needs to hang vertical from the center of the trigger. The string should not rub against anything, as that would add friction/drag which would affect your results.
I don't know what the IZH-46 trigger has, but my CPM1 has a trigger shoe with a groove in it. I put the string into that groove.

angled shoe?
I've seen this before but, now I have a question for all the high scoring shooters. On Len's trigger the shoe is angled to the right, so the finger is resting on a surface that is not perpendicular to the barrel but angled. Is this a problem?
I have a shoe on my Walther CPM1 that is molded with a similar left/right slope. I found that it was unconciously causing me to push the trigger to the left. My finger was pushing into the flat of the shoe. I had to grind the shoe so it had a flat surface, perpendicular to the barrel.

you can go vertical with the string NOT touching anything. The most important issue is you can't do it with the grips on.
Grips on, no go...grips off...very easy to do.
Try yours and see.

MEC is a company that makes lots of different rifle and shooting supplies.
I have several of their stocks and most of my guns, except the FWB's, have MEC triggers.
Retail on them is somewhere near $90. They say Anschutz, Walther and FWB...but I think a couple work on a couple different rifles. My LG 100 has a MEC trigger, so does my older 10P and so does my 91. Basically they just slide right on the rod, or in the case of the IZH, it clamps on...the one for the steyr works on the IZH also.
I am sure Scott could get you one if need be.

Me I'm stuggling to break 90% with consistency in AP40 and AP60.
Unfortunately the Walther CPM1 does not have a rail that I can clamp different trigger blades onto. So I have to make do with what I have.
But it is because I'm stuggling that I'm looking for anything that could be hurting my basic technique.
At one point I had rotated the shoe so that the shoe was angled (when looking from the back) 11 oclock to 5 oclock. So my finger would contact the shoe at right angle. But I went back to having the shoe vertical.

difference to ISSF rules
My method of quarters in a bag with a string is a "cheap, quick and dirty" method.
The ISSF rule specify a weight with a knife blade edge where the weight rests on the trigger. I don't know the physics of why a knife edge. But I figure the string is good enough for casual use. And if you add a little more weight, and push up to 525+ grams, I would think that should take care of any difference in how the weights behave on the trigger.
A friend suggested a method using a coat hanger wire bent to go around the grip. That makes it usable w/o having to remove the grip, as I have to with the string.

I'll be darned, Stopper has a shoe for the CPM1.
The only thing is, I have a short trigger reach, and their shoe looks too thick. But it does give me something to think about.

Try using a half-liter water bottle. The empty bottle weighs about 25gm and the water weighs 500gm.
