Rule about Shoulder back Straps

Hi,, can anybody tell me the rule of Shoulder Back Straps of Jacket must be open/loosen during the standing position (10mtr-50mtr)?
Anyone have any idea about this?

You can set them as you want during all positions.

Loosing them during standing is preferable for technicals reasons (relaxed shoulder & co).

So there is no restrictions in the ISSF Rule?
