Is there a rule/best practice for lighting the target?

I'm in the process of setting up a more serious home basement range and even though I won't likely be competing, I'd like to follow the rules... but honestly I seem to do better with a really bright light illuminating the target. Is there a standard for this? I have light meters from photography to measure EV or Lumens. Thanks

See I.S.S.F. rule 6.4.14 for minimum and recommended lighting intensity requirements.
