Is this awarded any more? Are this issued at NRA State Matches?

Only a few states issue them, generally for state National Guard or police matches. Look at footnotes 15 - 17 in the Wiki article.

I did see one recently in Tennessee but....It was for High Power. I have not heard of it at all here in the GA, SC area.

Wisconsin used to give out Governor's 10 patches to the top ten finishers at the State Outdoor Championship. Don't know if they still do it now. Nice addition to my jacket though
