It's also possible however that the majority of competitors at World Cups ensure that their equipment (and technique) will pass any reasonable interpretation of the rules. I think we have all come across shooters at lower levels who seem intent on challenging every slightly vague rule and pushing the interpretation to, and sometimes beyond, the limit.
