Can anyone give me the date when the first Plastic Box Eley came out and also if you can Date the Ammo from the numbers on the Box. The earlier ones seem to have had a different numbering system to the present ones.

I believe it was 1979.

Must have been after that. I have a paper box brick of Tenex from 1980.

Bought my first Lapua in 1980 and it came in a vacuformed plastic box that looked somewhat like an egg carton.

It was certainly no later than March 1980. I have an April 1980 Target Gun magazine with a full page advert. (It's probably the same in other countries but here in the UK magazines are always dated the month following the actual publishing date to extend the perceived shelf life.)
