Yes, from my understanding, the first word means "Understood"; the second means "emptiness". It is strictly a zen Buddist vernacular.
It is probably the most succinct, right to the point, phrase I ever seen for area aiming shooting.
So when I see Russ use it as his insignia, my first imression is ---"He got it, he very much got it".
