The fact that your hold is a little low and to the left is probably just a calibration/zeroing issue with the SCATT itself. You could try using the option to centre the group with the target (haven't got the software here to tell you exactly where it is but it's the same dropdown as the "F"...

You could fit a regulator, but that would fit between tank and trigger mech, so it would change your CoG, and you wouldn't necessarily get any more shots out of it.
I used to have a standard S200 and the longer tank (with no gauge) is removable. I'd try one of those first.

It looks from the photos that the rear sight is way too high in relation to the front sight. try winding it down to minimum elevation and make sure you have a sufficiently tall target sheet/backer and a decent backstop, or your shots will sail over the range wall and end up in the next county!

I always think of it as "screwing" the Point Of Impact onto the Point Of Aim.
i.e. if your shot goes right of bull, turn the windage knob clockwise, as if you were screwing it "into" the sight body.

Makes sense to me anyway :)

From memory, the broken bit is a threaded stud which can be replaced. Not a huge job, but best take it to a gunsmith as they will probably have done this job before (the 64 action/bolt is used on a fair few hunting rifles)

Could it be that the barrel has cooled slightly?
The rifle I use always takes a shot or two to warm up and start grouping consistently.
