You are probably missing the ball bearing underneath the bleed screw.
On the bleed screw is a small ball bearing that sits in the slot where the screw threads into. Mine sits loose, it can fall out If I take the bleed screw out. Ball bearing is about half the size of a bb.

Personally, I use the Kurt Thune ATL sling, I used the model 2 sling before. The ATL sling does rotate, and has an adjustable wheel. I've always unscrewed the cylinder after I'm done, although I leave the air in the cylinder. It's a safety thing for me, plus I feel that leaving your cylinder in with all of that pressure isn't advisable for your air rifle. I could be wrong.
