No not normally. There is a tollerance in the permitted height to allow for the exact circunstances. For example if the target line is on sloping ground While the FP line is level. The ISSF 50m target is 0.75m +- 0.5m above the firing point floor. The variation allowed is a full meter, hence the disparity in heights. The NSRA Cooper range at the LRC is at the high end of the scale.

We have 6 Yard targets here in the UK, with the aiming mark adjusted to match the 10m target. The scoring rings are the same size as the pre 89 UIT/ISU 10m target, so a 1mm diameter ten ring. Foresight element size recommendations should really come with a note of the target type being used. Shooters in the USA using American NRA targets will need much smaller element sizes than those shooting on ISSF targets, or national targets where the aiming mark is proportional to the ISSF target. ...

I'd drill and tap a series of holes along the entire top of the tube, so you can try any sight radius before you decide where to cut it. Maybe even mill a 3/16" slot through the top of the tube and use a metal keeper inside the tube, just like how MEC Contact series butt plate height adjustmen...

For many shooters it is difficult to reach the loading port. If you have to really reach or stretch you may be eliminating the benefits. What size groups/scores are people shooting with these vintage marvels? Well it depends on what targets you are shooting at. A good one, with a low round count and correctly matched ammunition could quite easily shoot possibles consistently on the ISSF target at 50m. That would be 100-10X on the US...

I think even a lot of adult men would actually benefit from the 07 barrel length/weight. Personally I wouldn't fill a 200bar cylinder from a 300bar cylinder without a regulator. If you follow a sensible filling routine then you should have zero issues filling to 200 bar from a 300 bar tank. Even if you were to just open the valve fully and let the cylinder fill it isn't going to explod...

I got given a thousand rounds of CCI Standard to try out. It would not even chamber in my 1813. I gave it to one of the old chaps at the club, who was able to use it in his 1957 vintage BSA Century rifle. I know it was that old, as that was when he bought it new, I think it cost him about £20.
