Club/youth smallbore rifle options

Now that Anschutz has discontinued the 1903 what are some other options for 4-H clubs with small kids? We continue to grow and had applied and received a NRA grant for 2 new ones this year and just received the email that they weren’t available. Talk about a kick in the gut.

Do you, that allow the shooters to take the rifles home, worry about liability issues? What if they shoot someone with the club rifle? One of our coaches brought this up.

butt pad on pants

I know that the pad on the seat of the pants is no longer legal. But why do they still allow the shooters to put a loose pad between the foot and butt in the kneeling position? Isn't it doing the same thing?
