from observation - it would be more dependent on the velocity that the pistol was set to, rather than the type of propellant

On the ISSF NEWS site is the "Procedure for testing minimum velocity & bullet weight..." for Rapid Fire Pistol.
At least we now know that the testing will be through the competitor's own pistol.

As an 'explanation', I agree with David that the bit on the ISSF News is a bit difficult for 'readability'. For those familiar with 25m malfunction scoring, under the 2005 rules it is probably easiest to deal with the first malfunction reshoot as you would have with the second malfunction reshoot in...
