I have used plenty of WST with 98 grain bullets. 1.6 (one point six) grains worked very well and velocity was about 720 FPS.
WST does not seem to perform well with light charges. Velocity spreads are great.
WST does meter well and is bulkier than most of the usual powders.

Springs are fairly durable. The fail over a long period of time.
I would be checking out the neoprene seals.
Might be a worn seal that holds air today and not tomorrow.

The Pardini 32 ACP barrels I have seen are throated 0.3125" for the, now discontinued, Hornady 60 XTP that measured 0.311". (Early Hornady 60 XTP used to measure 0.312".)
0.314" bullets do not enter the leade of the barrel chamber.
