A quick search on the internet revealed a couple of possible sites to download a manual. If those don't work check with Marc Sheppard of Altius Handcrafted Guns. I know one person who owns an Izhmash. I'll see if they have a manual.

Check with Marc Sheppard at Altius Handcrafted Firearms, Nordicmarksman in Canada, and Clayton Mendel at Eastern Sierra Armory (ESA). Dave Anana is the representative for Bear stocks in the US. They make stocks for the 7-3.

Its hunting season in Montana. Mark may be away from home. Mac Tilton at MT Guns used to sell the 7-3 and 7-4 he may be able to answer your question. On a Canadian biathlon website, I don't remember which one, I saw a notice that Miramichi Biathletes Inc. was importing Izhmash rifles through Larsen....

All Ruger 1022's are semi auto unless you remove the receiver and replace with the PWS T3 Summit receiver.
