Dan, The range cover is large enough so everyone can remain under it. The parking area is a higher elevation than the range, and last year the walk down from the car to the range level was treacherous for more that a few. I think it is a combination of all of the things that you mentioned. Scores have always been going up. It wasn't all that long ago that the scores on the international stage got so high that they needed to go to decimal scoring so that they didn't need to do mass tie breakers at 598ish for the finals.

Hopefully someone can get them to change their minds. There is no need for decimal scoring in 3P. Looking at all the ties in junior standing AR, I guess I can kind of see it, but they need to develop a better phase in plan if they want to do it. Sectional participation isn't that great to begin with...
