You could cover it in coarse salt while it's still soft. Let it harden & then give it a wash - the salt disappears & you get a nice rough surface left behind.

Epoxy, sprinkled in coarse salt. Once it's dry just use water to remove the salt grains.

You'll not only need the bottle size, but the deadspace volume of your filling apparatus.

You could always make your pellet trap to suit your own specifications.
Mine was a bit over-engineered, but will take abuse from pistols & rifles with no hint of a pellet getting close to the back plate, let alone passing through.
