Building the base, a grass roots solution

Start small, very small. Airguns and one like minded individual and actually start shooting together regularly. Basements, garages, backyards, gun club clubhouse, churches, schools, warehouses,etc. you get the picture.
Keep it simple, get on a program such as the NRA Qualification, USAS Passport or some other and start tracking your scores. Try to get to 4 shooters after a few months, and then find 4 others in some other local area and have a team competition.
Sources of potential teams may be the VFW, Lions clubs, DAV, church groups, Elks,
For pistol perhaps following the Rifle Sporter success by creating a sporter classification for Air Pistol. Perhaps up to the IZH-46 level or maybe lower. Again keep it simple. Get or build a traveling trophy cup to go to the winning team each 3 or 4 months from the team match. Get inventive.
Advertise. Bulletin boards in grocery stores, post offices, churches, schools are just a few places to tack up a flier.
Last but not least, don't wait for someone else to get the ball rolling. You aren't getting any younger are you?
