ISSF 10M Novice Practice Distance of 7M

Hi all,
I'd like nothing more than to find a good club, and a good coach / guide, but here in the NY suburbs it's an impossibility. I can't get into the only local club for about 100 miles since there is an 80 person waiting list and you need a sponsor, so I'm reserved to shooting in my garage for the time being. I've read Ragnar's book, and some other literature, and am doing what I can to form "good habits" given I am doing this alone.
My garage is short, and measures 7 meters or 23 feet to the target. I'm wondering if it's bad practice to begin shooting at this distance. Given the weather, I am unable to shoot outside and it's my only alternative. I figured shooting is better than not, regardless of the shorter than regulation range.
I was also curious if shooting outside is advisable. I know wind can play a factor, but the speed of bullet and short distance make it feel like this will not be pivotal, especially at this early stage. That being said, I can't exactly do that until its above freezing.
