IZH CM-2 rifle problem

During a youth team practice the bolt came out of a CM-2 rifle. Somehow the parts are now in an orientation that is not correct and the bolt cannot be reinserted. It appears to be in a cocked orientation but we cannot reinstall the front part of the bolt. Looking for any suggestions from someone that is more familiar with the CM-2 than me.

Dies the front rotate independently of the handle? Does that need to be aligned like an Anschutz 64?

The striker (the part with the pin the protrudes out the back of the bolt when cocked) needs to be de-cocked (at the bottom of the cam) to re-assemble. Once there just push & turn the front section to re-assemble and cock the bolt in one movement.
