It means that the cylinder if used with care and according to instructions should have a life of 20 years. Most manufacturers stamp their cylinders with 10 years. 10 years is also the cylinder life for issf regardless if the cylinder is stamped for 20 years.

Neither of us answered your question. We don't know the answer.
Ask our host if he will service a cylinder over 10 years old.

It means nothing to the ISSF, at 10 years it ẃill nôt bē legäl for Internationäl competition.
For locäl änd national competition it will depénd on ýour nationäl bodies rules.

It means that the entity that certified it gave it a 20 year validity.
And yes, just like a scuba tank it can be recertified. It costs more to do so that to buy a new one, so there is no point on doing that.
In according to EU regulations, the current certification is limited to 10 year from manufactured. So that is what the ISSF adopted.
All this only means anything to you if you shoot at international competitions where they check that, or if you have an insurance and something happens with the cylinder (VERY unlikely unless you abuse it).
Hope this helps

You might be interested to know that Morini cylinders manufactured in the last few years have a 10 year maximum.

The ISSF and most manufacturers have adopted 10 years as the safe service life. However it is a artificial and somewhat arbitrary life span. What is really important, from a metal fatigue standpoint, is how many fill and discharge cycles has it endured? A 20 year old cylinder that has been filled and discharged 3 times is safe. Is a 9 year old cylinder that has had 1800 fill and discharge cycles safe? They had to draw a line somewhere and they drew it at 10 years, even if that it means destroying perfectly fine cylinders.

Here is the answer, but I love your SSP suggestion.
