What is the prefered method of gauging shot on 25 and 50m targets, plug or overlay?

I was always under the impression that the ISSF prefered way was to use an overlay rather that a plug gauge.

So, I thought I would try to buy a set of overlay gauges and went looking on the ISSF webshop. But, they only sell plug gauges.

Does this mean that I'm wrong with what I thought about overlay gauges? Or, is the ISSF webshop just useless?

As for buying overlay gauges, can anyone point me in the right direction?

Definitely not.

Rule 6.3.5 Scoring Gauges and Their Use
When paper targets are used, scoring gauges must be used to score doubtful shot holes. Scoring gauges must comply with the
following requirements:

6.3.3.3 Targets may be scored with scoring gauges that comply with Rule 6.3.5 or with ISSF approved electronic scoring systems.

The fly in the ointment is for (paper target) shot holes that cannot be scored with a plug gauge: there are many circumstances where this applies.

Could you give an example ?

An offset double (figure 8) close to the line. The plug will not work but a overlay plate or eagle eye will.
