Apparently they are trying to close a loophole in the law where it was ok to sell an automatic pistol that was modified to be a single shot and sold as such. Then easily converted back to semiautomatic mode.

At least that's my take - single shot free pistols should be ok.

Don"t most free pistols have a Martini type dropping-block action? If the law specifies "break top or bolt action" are the Martini types covered? Clearly the Martini actions come within the spirit of the law, as would any of the falling block actions. In the real world, the difference may seem incredibly picky but the legal world sometimes appears to be in another universe entirely.
