New scope won't zero

I recently purchased a new leupold 6.5-20 efr to use for indoor and outdoor matches. It is an awesome scope, however I cannot get enough elevation adjustment to zero it. I'm shooting the bottom bull when aiming at the top sighter of a USA-50 target. It's mounted on a 1813 with tip off rings and a 6911 base. Any help would be great.

What height mount do you use?
Either shim it, or use adjustable mounts.

Have you lapped your rings? Sometimes the rings only contact one edge of a ring. Tighten the top and the tube might get bent. I optically center the scope by counting the number of clicks and going back half way. I then lap the rings for 75% contact and gently tighten the caps. I pull the bolt and vice the gun. I aim at the top of a fencepost and see if the scope and barrel line up. If it is off left or right, a leupold mount can be adjusted and relapped. If it is way off up or down, bedding compound on the base mount with wax on the scope and lightly snugged down is my next choice.
Otherwise get a set of rings with a ball swivel. Hope this helps.
