i have an 1813 stock that has the black grip material on the grip. i was wondering if it was legal in issf rule to put tennis racket wrap over the material already because the material is starting to wear off.

Pretty much what 'Grizzly said,
So long as the outer surface does not become sticky or adhesive such that you have to work to pull your hand away, you can do what you want.
Buy some tape and have fun.

Yeah anything you want to do. I put epoxy on my grip for a more custom feel.
