M&D Handguard weights for AR-15 A2 Target Rifle

M&D makes a set of 3.5 pound weights that fit into the handguard and the buttstock of a standard AR-15 A2 rifle. They are listed for DCM complient rifles but I cannot find anything in either the CMP or NRA high power rules that allow adding such weights to a service rifle.
Can anyone enlighten me on the use of these weights and what class an otherwise standard AR-15 would be placed in when equipped with these weights.
The rifle is approximately 8.4 pounds and each weight is about 3.4 pounds making the rifle over 15 pounds.
The Bushmaster AR-15 A2 Target rifle I just purchased came with a set of these weights but I have no idea when they would be appropriate.
