Rail Bubble Level

Hello! I have a question about using the anschutz rear spirit level, pictured here:

It says that it is not supposed to be in the target picture, which I assume to be the site picture, but also says that the head does not need to be moved to see it. So I am not quite sure how this works. Also, I have lots of riser blocks on (like an inch up) so I put some more on to put the spirit level thing on too. I am not quite sure if this is right, but otherwise I could not see it. I want the site picture to be perfectly round, and if there is something in the way that will be hard to do. I also could use a spirit level out on the end of the rifle, but really like the idea of having this one close so I can adjust it easier. Also, because the front ones have a tendance to be ignored and that people can end up centering the front site and the bubble, and not just the front site.
So I hope someone could follow that and answer my question. Thanks!!
