Another range lighting thing

ISSF rules (I just looked on their web site) require targets to be illuminated at no less than 1500 lux. My USAS rule book, now a few years old, specifies target illumination at 1000 lux. What's up with the discrepancy? Can "no less than 1500" mean 2000 or even 3000 lux?

ISSF rules increased from 1000 lux to 1500 lux 01/01/2005
