I am not too sure if that is clinically correct.
Given I am pre diabetic ( both my parents are ) I can state that being hungry means low glucose in blood.
A critically low glucose will shutdown your brain functions - starting with holding the gun and concentration.
The results of low glucose will be
1. Lack of concentration
2. Head ache
3. Low oxygen in blood - hence rapid breathing
4. Profound sweating
5. Muscle fatigue and failure.
Some or all of the above.
This is exactly what happened to me in the state meet.

In the same way folks having hypoglycaemia - would be advised to take food at least 1 hour before shooting.
Just after food their insulin level would be rocket high - and thus producing low glucose.
Body runs as a feedback control system.
