10m Indoor Range Query for Commonwealth Games

I understand that this question relates to the forthcoming Commonwealth Games in Brisbane Australia in April however in the absence of an appropriate forum I hope this is acceptable.
ISSF Rule 6.4.3.3 states that "10m ranges must be indoor ranges" . I note that the current setup of the finals range for the pistol events for the above mentioned games includes a grand stand structure that extends through a roller door to outside position. My question is how is an indoor range defined? The range is in effect exposed to the outdoors in the configuration as it exists.
