For what it's worth... the girlfriend had a similar problem a few years back. (was shooting an 'older' lot of Eley, and a split case blew the extractor to the never-neverland)
Anyway, I sent a letter to IZH asking where I could obtain a spare extractor/plunger/spring... a few weeks (OK, 3 months) later, they sent me one set in the mail...

IZH 35M extractor plunger
I made a drawing of the extractor plunger for the IZH 35M it's called IJ35M in Europe (not Russia of course).
I made a new one, when my original broke in half, from the cylindrical part of an HSS drill with the correct larger diameter (2,5mm).
The sloped part and the minor diameter was ground down using a precision tool grinding machine in a workshop.
So far it works just fine.

The IZZY is up and running.
After 400 shoots, inspection of the extractor showed no ware, so it was decided not to temper it, since hardness also increases the risk of fracture, the metal used was S7 steel.

They kept the original extractor for tracing in case someone else wants one.
