How is the National Ranking organized? What makes a rating of 1.0+?

Looks like total points earned in matches, click on the little red + and you can see the matches and the scores for each.

It is based on performance versus the average score. A person who is 1.0 shoots the average score in every match. A person who shoots a 1.02 shoots 2% above average in matches.
