I am looking for some info on the 4H Passport program.
How does a club get involved?
Does each club member need to join at $20 per junior to become eligable, or just the instructor at $40
I will make some calls next week, but the information feedback I have seen so far looks good and I think it would be very benificial to our program. We sent our info and bylaws into the CMP a couple months ago and have not received any info back as of yet, even called a couple of times

If you are talking about the USA Shooting 4H Passport program, then no one in the club needs to be a member of USAS. You or a club leader just need to call them 719-866-4743, and just tell them how many of each pin and number of books and how you want to pay.
My club started the program a couple years ago, it helps keep the kids interested and allows them to keep track on how they improve. It is a very good program.

I'm up at the OTC today, and was chatting with Mike Theimer who is now in charge of the Youth Programs.
Amazingly, 4-H is going to take over the 4-H passport program from USA Shooting. Transition has not happened yet. Give Mike a call and see if he can supply you with the pins you need.
