Will I have any issues leaving an empty air cylinder attatched to the rifle?
What if I want to carry on an empty air cylinder or the sights off my rifle in my overhead bag, its that allowed?

Make sure its empty (before you get to the airport) and leave it on the rifle don't bring a spare cylinder and most import keep your mouth shut and answer only the questions they ask you. When asked what you have you say its an air rifle and it's empty, don't elaborate or show them by discharging all the air in front of them or and anything else. Most problems are caused by people either trying to be helpful and giving more info than required or trying to show how smart the are, like discharging a full cylinder in the airport at security.
No you can't bring the cylinder on the plane in your carry-on bags. The sights you can. make sure the rifle is in a very solid case ie pelican, storm and locked.
Follow the stuff above the likelihood of having a problem is greatly reduced. If you can ship your cylinder ahead to where you are staying, even then when shipping don't call it a gun part or such, ship it as a pneumatic reservoir (empty) which I use to ship and get shipped to me daily in industry and you wont have a problem.

Agreed with above. The folks at the counter will see the cylinder on the gun and assume it's a permanent attachment (and have no idea what it's for).

You should have some sort of backup plan in case you get someone who knows slightly more than nothing, or is just an ass. Either line up a backup cylinder for your destination, or go ahead and ship your other one, and you should have someone you can pass your cylinder off to at the airport should you need to. This applies to both going and returning. You never know when you might hit trouble.

What to call it
I recomend that you call it a Pellet Gun to the ticket check-in counter person. They may "orange tag" it, which is fine. Keep the fact that it's not a firearm to yourself. When you get to TSA for baggage search, tell them its a Pellet Gun, and they likely won't cause you any trouble. You WANT TSA to focus on the Gun part and not the Air Cyliner part. Soupy is spot on... Mostly keep your mouth shut and have a back-up plan. Safe Travels and good shooting...
I'm not a lawyer, but
I don't believe your sights (any gun parts...) are legal to carry on in your hand held luggage. I believe sights have to go in Checked Baggage... I could be wrong, and Your Mileage May Vary...

I cannot speak for the precise wording of the regulations in the USA. However the intent of the security system is to prevent a number of individuals bringing on board the separate parts of a weapon and assembling it in flight. The regulations therefore usually refer to "firearm components" or words to that effect. The airport security agents are not firearm specialists and are unlikely to wish to engage in a semantic discussion as to whether your sights are a component or not. I would just put them in checked baggage.There is no reason regulation or otherwise as to why you can't carry your sights on the plane with you.
