It's because of things like this that Phoenix RGC dropped them and went strictly NRA.

For the record, we are not strictly NRA, we're also CMP :) But since there are very few athletes participating in the International competitions these days, it's hard to justify all the expenses and additional paperwork required to run USAS PTO.
