I'd hazard a guess it's either sound moderator (silencer) that has a foresight mount, or it's a baffle insert for the factory bloop tube (hollow sight base extension) to turn it into a sound moderator.

I've made a few "plenum inserts" that fit inside the barrel shroud of your typical PCP rifle.

Yes it is very much like a whisperstick, it is an insert that goes into the front bloop-tube (the empty space in front of the barrel).
Mine is not 150 Eur(!) though and probably more effective because it does not have so much material taking away space for depressurization.
Here is a picture of an early version together with the black current version. The grooves are for o-rings, but they are made to be a press fit as is.
