crossfires and rule 7.14.9

hypothetical event...
two shooters on adjacent points are firing on 10 bull targets...
shooter 1 crossfires on shooter 2's target...
shooter 1 doesnt see his hit, so he fires another round and gets a good hit...
shooter 2 is aiming and looking at a different bull and doesnt see a 2nd hit on whichever bull it hits...
targets are retrieved by match officials and sent for scoring...
the scorer(s) have no idea that a crossfire has occurred so how is shooter 1 scored a miss (and subsequently excessive shot) and shooter 2 scored the appropriate (higher valued hit) on his targets? are officials supposed to just "take the shooters word" that they didnt get a crappy hit and decided to put another round on the bullseye for a higher value shot?
in HIGH POWER its so much easier. the score keeper is right there to see a target come up for a shooter who didnt fire, with a hit (which is ignored) and the crossfiring shooter's score keeper calls for a mark which would come up as a miss...
if shooter 1 doesnt say anything, (i didnt see a rule requiring shooters to announce a crossfire) how is this handled? im starting to hold matches and want to be able to address this. smallbore shooters are more prone to drama (from what ive seen in my short time of being involved) than what HiPo shooters are...
