Is anyone knows who can repair IZH-46M?

You may be able to fix it yourself, depending on what it's doing. The hardest thing is getting parts.

What are the symptoms?

it was stock in the upper cocking position originaly.
Local smith guy did repair. It works for a week, but it was hard to cock. It is not shouting now.
It is releasing air when I try to cock.

Have you been properly lubricating the pistol, it may be the reason why the pistol is hard to cock?

You should check out the IZH46 slide show that shows the inner pump mechanism of the pistol and

Pyramid Air did some warranty work on mine. Good job and quick turnaround.
Call them.
